The Portland Building in downtown houses city offices.

The building itself is a controversial design by architect Michael Graves. Detractors -- notably Portland's internationally known Pietro Belluschi -- criticized its ticky-tacky look and unworkable interior spaces. The western facade serves as a pedestal for Raymond Kaskey's colossal allegorical bronze of Portlandia.
