:I was wondering that myself, so I located the [[mediawikiwiki:Manual:$wgForeignFileRepos|mediawiki page]] on it. Looks like the argument goes in the localsettings.php file (in the root wiki installation folder). I think we at PortlandWiki can use the shortened version, [[mediawikiwiki:Manual:$wgUseInstantCommons|$wgUseInstantCommons]] though, since we're on mediawiki version 1.16.
